Alibaba falls 4%+ after a report that China is probing DeepSeek and Moonshot for routing queries to Anthropic's Claude

Shares of Chinese AI companies fell in Hong Kong following a report that China's Cyberspace Administration is investigating DeepSeek and Moonshot AI over routing user data to Anthropic's Claude.

• The Information reported that China's internet regulator is investigating DeepSeek and Moonshot AI after Anthropic alleged that both companies had been routing sensitive user data to Claude's AI models (1, 3).
• The stock prices of Z.AI and MiniMax Group fell by 12% and 4% in Hong Kong after the report was released.
• Alibaba Group, which develops the Qwen AI models, dropped over 4% in Hong Kong following the report.
• On September 10, a report published by Anthropic alleged that seven Chinese AI companies were using Claude illicitly on a widespread scale. The companies named were Alibaba, Zhipu, SenseTime, MiniMax, Xiamoi, Deepseek and Moonshot (4).
• Among the allegations, Anthropic said Moonshot silently forwarded customer exchanges to Claude and showed the answers as if they came from the Kimi model, with more than 23 million exchanges from May to July 2026 (4).
• Anthropic said DeepSeek routed more than 12.1 million exchanges to Claude over 14 days in July 2026, including sensitive requests from engineers building a system for a municipal Public Security Bureau in China (4).
• Bloomberg reports that the investigations continue but the regulator has not decided whether to penalize the companies (3).
